Unusual LARGE Clock Tower Weathervane Fur Clip Vintage Costume Jewelry

Very unusual clock tower with weathervane fur clip. It is large and heavy and measures 3 1/4" long. I thought the bottom edge was signed, but I am not sure if it is signed or just wear marks. It has a tad of darker patina here and there and some surface wear. No big whoop as you can see. Embossed design on both sides.

Early Monet made a horse weathervane fur clip, so perhaps this is a Monet. I just can't find anything on this unique piece!
