Vintage Pedre Saks Fifth Ave Mesh Tassel Watch Pin Nonworking

Vintage Pedre signed Saks 5th Ave mesh tassel watch pin.

It is non working. The hands move around fine. Measures 2 3/4" long. Meant to be worn with the watch dial facing the wearer. Appears to be gold plate, but I can't be sure. Some patina.

I think the winder sticks out a little far? Not sure. I know nothing about watches or what is wrong with this one. Great looking piece though. Sold as non working and all sales are final.
